Ninja ZX-6R and Ninja 650 are two very different bikes. Just a small look at the specs would actually answer half the question. Ninja ZX-6R has 2 more cylinder than the Ninja 650 inspite of the fact that both bikes are around 650cc.
Set idle speed adjusting screw, clockwise to increase rpm, counter-clockwise to decrease rpm. Idle rpm range should be 950 to 1050 rpms. Adjust idle mixture by turning idle mixture screw slowly clockwise until the engine runs poorly.
The top speed for both motorcycles is very close with the ZX-6R hitting 164 mph and the R6 managing 161.3 mph.

The 650 is a parallel twin motor (like the ex500) that is designed to be manageable and efficient. The 600 is an inline-4 motor that is designed to scream. The riding position is much more aggressive on the zx-6, it uses more fuel, it`s lighter, and it`s much faster.
An idle air control valve, also called an idle air sensor control motor, is an electrically operated valve that controls the amount of air that bypasses the throttle plate in cars with a fuel injection system [source: Autozone]. This causes the idling speed of the engine to change as needed.
Turn the idle screw to adjust the idle—turn the screw to the left to increase the RPM or to the right to lower it. When you have adjusted the idle—aim for 650 RPM—reconnect the idle air adjustment valve`s electrical connection. Lower the hood and turn your car off.
Typically, there`s a 12:1 or 15:1 ratio of air to fuel, and when there`s too much air or not enough fuel, it causes sneezing or popping sounds in the intake.

The R6 is quicker to 60 mph despite having less thrust in first gear as the R6 produces a greater average thrust over a wider speed range. This is because the R6`s first gear can hit more than 75 mph versus the R7`s which tops out at around 50 mph. So, the R6 can easily hit 60 mph in first gear.

Ducati Superleggera V4: 200 mph
The 998 cc V4 engine produces 234 horsepower, which is a mighty amount for the carbon-fiber heavy body, which weighs just 335.5 pounds with the available racing kit. This isn`t the first time Ducati has used the Superleggera name for a motorcycle.
Kawasaki kept the same basic prototype of the engine for the 2005-2006 ZX-6R 636 — the 636-cc liquid-cooled inline four-cylinder engine, with the same 68 x 43.8 mm bore and stroke, same 12.9:1 compression ratio, and same fuel injection via four 38mm Kein throttle bodies.
The ZX6 and the 636 are exactly the same bike, though Kawsaki did make a ZX6-RR race version of the bike which maintained the 599cc capacity engine to ensure eligibility into displacement restricted supersport racing. In 2005 they further revised the 636 engine with larger cams, a new head and polished ports.
The short answer is yes you can start on a 1000cc motorcycle, but before you get too excited there are some questions you should ask and information you should be aware of.
You can absolutely start on a 600cc motorcycle and it may make more sense for some people, but just note that the worldwide statistics are against you, and you may end up not reaching your potential as a good, great or excellent motorcycle rider.
